Abstract :

The aim of the study is to reveal reasons of unemployment problem in Turkey, discuss policies put forward for the solution of this problem and to determine which employment policies would be more suitable in order to resolve the problem of unemployment. In accordance with this purpose, first of all reasons of unemployment in Turkey will be put forward in the frame of literature research on this issue. Then, policies which have been applied since 1960 for the decrease of unemployment and enhancement of employment opportunities will be analyzed and to what extent they have been efficient will be discussed. According to research results, it is possible to consider unemployment in Turkey under three main reasons. The first reason is stated to be structural problems, the second reason is high labor cost and thirdly it is expressed that growth which does not create employment causes unemployment. However; most of the time employment policies are not regarded as efficient for decreasing unemployment. In this respect, active and passive policies shall be developed in the frame of recommendations.
