  • Abstract
    Social budget is an important tool of the welfare state. It is used to improve the quality of life of citizens. Theoretical infrastructure constitutes quality of life. Forming the theoretical basis of the social budget in quality of life is divided into theory and empirical corporate. According to this theory states that citizens need to be adjusted in line with the social budget. Social budget law is not just an economic institution because it is a judicial institution. In our country, the provisions of the constitution refers to the reason of existence of the social budget.
