Abstract :
Information, information technologies, the sharing of information and lifelong learning are taken as the basis for the formation of tourism learning regions/cities. As a complicated system, a learning region is based on developing the potential, ability, and the administrative structure. Learning cities use learning as a means of ensuring the social formation that encompasses all sections of the society and economic development. Learning cities are a system which enables to be able to be ahead as compared with the others in either national or regional sense within a learning process that displays continuity by using the global changes and the developments in the fields of science and technology.City tourism is a type of tourism which is generally developed by making use of all opportunities of the city in metropolitan-scale large cities. The infrastructural superstructural possibilities of the city,its skilled labour force, its different products services, its demand conditions, its competition supporting possibilities and the searches for marketing the city as a more liveable and better governed city form the basis for the approach to tourism learning cities. Learning herein includes a broader perspective, the opening of the mind, being tolerant, and being sympathetic to other cultures and traditions.In the recent years, the European Union has been recommending and supporting the approach to tourism learning regions in the member countries with potential for tourism. Therefore, the basic aim of the study was planned as to introduce the approach to tourism learning cities and draw attention to their examples worldwide. In the approach to tourism learning regions, a widely participated large organization, city tourism facilitates the development of many strategies such as drawing up of an inventory, product development and differentiation, image formation, and selection of the marketing model; creation of common products; and formation of the wealth that can be visited more than once.This study aims to theoretically introduce the approach to tourism learning regions/cities and to draw attention to its significance and applications. In the research, various scientific data and publications were studied; it was intended to make a meta-analysis; and the statistical data by some official institutions were examined. The approach to learning cities and the theoretical approach to city tourism are addressed in the first section, whereas city tourism worldwide and the outstanding cities are dealt with in the second section.
