Abstract :
In Turkey, significant reform efforts carried out in recent years. In these significant reform efforts, the number of studies concerning reorganization of local government is increased. Law No. 6360, the new metropolitan law related to these reform efforts, is enforced by the government. Innovations enforced with the new law are summarized as follows; numbers of metropolitan cities rose to 30, these cities’ boundaries are allowed as boundaries of the metropolitan city, and also special provincial administrations and villages are abolished in these metropolitan cities. In this study, the overall evaluation of the new metropolitan Law No. 6360 is provided, and the effects of the new law on the Turkish public personnel management and the status of civil servant have been evaluated. As a result of the study, it was emphasized the need to switch to a new public personnel regime.
