A Change in Turkish Management Approach: Emergence and Development of Political Representtation
Abstract :
Considering the relationship between political power and popular sovereignty carried out through a representational system, importance of studying the origins of the representation concept becomes more salient. In this sense, the problematic of this study has been an argument that political representation derived from the concept of political right was internalized in the Ottoman Empire from Europe under the process of modernization without having an intellectual and structural basis and brought about a frame for problems related with the current account of political representation. With reference to this problematic, main purpose of this study is to examine under which conditions the representation concept arose and what forms it took. In this article, firstly, the concept of political representation and its relations with sovereignty are discussed via critical literature survey method. Thereafter, the emergence of political representation in Turkey and problems related with the first implementations has been investigated. Findings obtained as a result of this study reveal that representation in the Ottoman Empire started to emerge within the Westernization movement, beyond the lack of legal and structural basis, this concept is unknown and unsupported case by people and for this reason representation has faced many problem areas from the beginning until today.
