Abstract :

In this study, The Monitoring of the course of development of Turkey s plant protection policies , during the harmonization process with the European Union (EU), is compared with plant protection policies in the countries of the European Union. In this research, trend analysis was applied in order to determine the direction of the changes in the amounts of agricultural pesticides production, consumption and foreign trade. Linear trend models were used in trend Analysis and fixed and chained indexes were benefited to determine development aspect of the criteria lated with production, consumption and foreign trade volumes over the years. Swot analysis was conducted to determine the strengths and foible of Turkey s agricultural policies in terms of plant protection products it was observed that changes in the amounts of pesticide production, consumption and foreign trade were in a tendency to increase. Installed capacity power, proximity of markets in developing and knowledge of formulation were recorded as Turkey’s powerful aspects. On the transition process should be seriously considered for the formation of the infrastructure in EU harmonization studies, prevent damage to the country, farmers meet the need form education and to continue to supply it cheaper domestic manufacturers. On the legislations will be issued for harmonization, proposals will affect the country’s economy and conditions in Turkey should be considered, especially prevent the damage to domestic sector should be provided to show economic resistance. On the legislations will be issued to apply that should not be translated one to one, consideration of relevant institutions of authority field and responsibilities will provide great benefits.
