Abstract :
When we looked at the beginning date of literary-civil relaiotons and scientific research and investigation about Turkish world in Azerbaijan it will be realised that it was end of the Russion Czar imperialism and years of establishment of firstly establised Azerbaijan Democratic Republic. In this article mentioned that literary and civil relaiotons between Azerbaijan and Tatarstan had been perfectly carried out by intellectuals and art connuiseur from both side during the period of harsh political conflict environment.
