Abstract :
9th government of 2nd Constitutional Monarchy Period was established by Gazi Ahmet Muhtar Pasha. Although Ahmet Muhtar Pasha declared his neutrality, his council of ministers remained close to Libertarians and Allies (Hürriyet ve İtilafçılar) rather than the members of Union and Progress (İttihatçılar) Party, and took actions in favor of them. The government of Ahmet Muhtar Pasha did not serve so long that the Pasha resigned from grand viziership on 29 October 1912. After about one year, Ahmet Muhtar Pasha resigned from his position, the 1913 yearly congress of the Union and Progress Party took place. Ahmet Muhtar Pasha and his government were criticized harshly in the report presented to the congress, and this report was published in Sabah (a Turkish newspaper) on 21 September 1913. Ahmet Muhtar Pasha sent a declaration to Sabah on 22 September 1913. After declaring that the accusations were not right, he expressed that he was not able to give more detail due to his current political position. Even though Ahmet Muhtar Pasha could not answer the accusations at first because of the state’s de facto and political situation, he answered the accusations in the manuscript entitled “Temmuz 1330’da Meclis-i Mebusan’da Geçen Divan-ı Ali Bahislerine Bir Nazar”(A Glance on the Supreme Court Accusations at the Council of Ministers at the July 1330 session). Ahmet Muhtar Pasha determined thirteen accusations and critics in the report regarding himself and his government. He quoted these accusations and critics, and, then, wrote his own answers under the quotes.
