Abstract :
Dated October 30, 1918 with the Mondros Armistice Agreement which put an end to I. World war, Turkish Republic participated in a new age named war of independence in Turkish history. Being Mondros Armistice Agreement implemented, the whole country paved the way for a lot of negativity like disorder and security promlems. There were a lot of riots in several parts of Anatolia during the war of independence. These were rebellious movements which one part of these riots aimed at constitution of a country on the other part was a revolt which started by those who had traditional and religious loyalty towards sultanate and caliphate. A great amount of security problems emerged hinterland in the meantime an important part of Ottoman territories were under military occupation and a counter attack against occupation. By opening Turkish Grand National Assembly on April 23, 1920,deputies expressed their opinions about subjects like pontic matter, activities of gangs, deficiencies in providing security, rehabilitating gendermerie organisation. These weakness (impotency) subjects were brought to the agenda by deputies in nearly two years of period in general assembly of Turkish Grand National Assembly.
