Liberalization of the Mobile Telephony Market in Morocco
Abstract :
The telecommunications sector has known around the world a great mutation since the end of the 20th century. The rapid evolution of technologies has given rise to an institutional and regulatory reform, which has substituted competitive markets to public monopolies. The objective of this article has been to present the moroccan experience since the promulgation of the law N° 24-96 and the liberalisation starting of the telecommunications sector. After a brief history of telecommunications, we present the process of the liberalisation of the mobile telephony sector, which has evolved from a state monopoly to a competitive market with three operators .Then,we present the regulation levers that have been used by the National Telecommunications Regulatory Agency (ANRT),including the number portability, the call termination tariffs and the infrastructure sharing, We conclude with an evaluation of the effects of these levers and the evolution of the sector in the perspective of the law N° 121-12.
