Abstract :
Although the topic of this study in general, consists of western reforms and various new practices performed by Ottoman State after Tanzimat, in particular, it consists of some tax policies implemented to correct the disrupted financial system of the state before Tanzimat period and regain the loss of power in periphery, and also consists of the early contemporary local administrations, emerged in the late times of Ottoman State to be able to deliver urban services and infrastructures as in the western cities. In this sense, in the study, by explaining the first formation of muhassıl, the first establishment of İstanbul municapility and emerging of provincial special administrations after Tanzimat, it has been tried to shed light on the matter by analysing the start of forming local administrations in western style, the aims of their formation and their relations with the tax policy.
