Abstract :
Regional Development Agency (RDA) is an organization established to contribute to regional development. They began to be established during 1930s across the world. Through Financial Assistance Programs (MDP), regional development agencies support the activities of local actors for regional development. In this context, the effectiveness of MDPs and hence the effectiveness of RDAs have long been questioned. In Turkey, RDAs were established between 2006 and 2009. Founded as pilot RDAs, Izmir Development Agency (IZKA) and Çukurova Development Agency (CKA) are the first of their type. In this study, the effectiveness of MDPs undertaken by IZKA and CKA is analyzed through document analysis technique. Findings reveal that RDAs contribute to local development by way of MDPs. In addition, an “exclusion/blocking effect” is detected which reduces the effectiveness of MDPs.
