Can irrigation water price occur under free market conditions? The case of Samsun, Antalya and Çanakkale Provinces
Abstract :
The issue of pricing irrigation water, which is the basic input of crop production, is the vital all over theworld. Different methods were used for pricing irrigation water and there is much debate on possibilitiesof occuring irrigation water pirice under free market conditions in the world, as well as Turkey. The studytherefore analyzed the methods and approaches for pricing irrigation water in theory, discussed the possibilities of pricing irrigation water under free market condition in Turkey by using case study anddesigned the sustainable pricing model for research area. Research data were gathered from irrigationunion in Bafra, Biga and Perge by using well structured questionnaire. Research results showed thatprevailing legislation related water pricing and insufficient infrastructure were the main bariers for freemarket guidance in Turkey. In addition, social approaches and central tendency had still priority when determining the irrigation water price in Turkey. The study suggest that marginal value based model ismore appropriate and sustainable for pricing irrigation water.
