The main purpose of this research is to Non- Govermental Organizations and Public Institution Managers’ perceptions about the Service Learning at The Primary Education Department. In the study, the phenomenological research which is one of the qualitative research methodologies was applied. The sampling strategy conducted was criterion sampling which is one of the purposive sampling strategies. The sample of managers consists of 10 institution and foundation managers the year of 2010- 2011. The data was collected through semi structered interviews technique.As a result of the analysis of findings obtained process of the research, is proved that institution and foundation managers regard Service Learning as important in terms of personal and social development of the pupils.On the other hand, it seems to be coordination and communication problems between institutions and university.
