FISCAL RULE IN TURKEY
Abstract :
It can be defined that the fiscal rules are practices that restrict and discipline closely fiscal policies imposing some quantitative restrictions on the size of the budget and stock of public debt. While distortions seen in budgetary disciplines and stock of public dept that increases rapidly have caused discussions of fiscal sustainability in many countries, the fiscal rules have gained much more importance. While some countries have changed over to implementation of fiscal rules directly with the laws of fiscal rule adopted, some countries such as Turkey have been trying to the discipline the economic structure with applications of the implicit fiscal rule. Important issue especially emphasized on the study is to define what kind of practices under the head of applications of the implicit fiscal rule will take place and how these practices give results in Turkey and is to determine whether Turkey is ready socially, economically and politically for the law of fiscal rule deferred constantly.
