Abstract :

The purpose of this study is to review electronic payments which are differentiated from traditional payment systems with the emergence of the newest technologies. Within this framework, the concept of e-commerce and historical development of electronic payment systems which are tools of e-commerce, types of epayment systems, their legal infrastructure and applications in the world and Turkey have been explained. Furthermore, e-money, e-wallet, Bitcoin which are the newest forms of electronic payments systems have been especially emphasized, their advantages, disadvantages, differences in practices have been underlined. In this regard, the effects of these new financial tools coming into our lives with technology on money policies, marketing management and financial management which is examined in topics of cash management and risk management have been pointed out in this study. In conclusion, it should be accepted that electronization cannot be ungovernable. Electronic payment systems must be seen as an opportunity and it should be made good use of this opportunity. Regulations have to be made toward consumer acceptance of these new systems and these systems have to be advertised and promoted.
