Abstract :
This paper aims to analyze capacity development concept and World Bank‟s (WB) and United Nations Development Programme‟s (UNDP) capacity development approaches, which are the international organizations that work in this field, within the descriptive framework. In the first part, the conceptual framework of capacity and capacity development will be established and in the second part WB‟s and UNDP‟s capacity development approaches will be assessed by cont ent analysis method. The last part consists of the comparison of the mentioned organizations‟ approaches. Some of the study findings are; the similarities of WB and UNDP approaches, the organizations‟ efforts to create their own terminology, explanation of the theoretical conceptual frameworks, development of a model for the implementa tion process and historical constant change in the concept and approaches of organizations. For an effective capacity development process, national actors should take more active position in the process. Recently in the latest stage, although the international organizations claim to be passive, in fact they are still in active and determinant role in the capacity development process. The capacity development of the individuals, organizations, institutions and society should be the challenge of the subjected society rather than the international organizations. The society could identify strengths and weaknesses and keep open the development channels by its internal dynamics and intellectuals. Otherwise, the societies, which unable to transform by their internal dynamics, could become the intervention areas of external actors and could not sufficiently develop their capacities.
