PHYSICAL, HUMAN AND SOCIAL CAPITAL INVESTMENTS FOR SOCIO-ECONOMIC DEVELOPMENT: THE CASE OF GENERAL DIRECTORATE OF PIOUS FOUNDATIONS IN TURKEY
Abstract :
Until the 1960s although the term ‘capital’ has qualified the physical values as machine and equipment, today it has been characterized by the interaction of human development, relationships, living standards with the dynamic social and human factors, forming the institutional structure in which the human being lives. The development of the notion of capital has also increased the role of public bodies on strengthening different types of capital. Directorate General of Foundations is one of the public bodies which has been established to operate the goods of the foundation, to maintain and reconstruct ancient art that had architectural and historical value and to carry on the entities of the foundation according to their intention. The aim of this study is to evaluate the role of Directorate General of Foundations (DGF) in shaping the physical, human and social capital formation in Turkey. In this study, to evaluate the physical, human and social capital investments of DGF, the data source of DGF is used for physical and human capital and in addition to the quantitative data set, considering the difficulties of measuring the social capital, interviews with the representatives of the foundations and with the beneficiaries of the foundations have been realized. The results show that by its physical, human and social capital investments, DGF acts as a supporting institution for the socio-economic development of the country.
