Abstract :
This work, which is on Health Transformation Program (HTP) is important in terms of describing the reasons for the emergence of the program, the process of marketization and commodification of the health sector as a public service is a part of the reform process in public administration as a whole against the problems caused by the structural economic crises. In this process, HTP emerges as an important tool for solving social security system and health problems, but this tool becomes source of many problems in practice. In fact, these problems are due to the contradiction between the reasons for applying HTP and its consequences. The study discusses the abandonment and transformation process of social state practices against the grounds for the implementation of the HTP, put into practice in 2003, and aims to reveal contradictions in the regulation of public health expenditures. This discussion is carried out by analysing the total health expenditures since 2003, the ratio of total health expenditures to GDP, out-of-pocket health expenditures, per capita health expenditures, public health expenditures, private health expenditures and finally health expenditures.
