Equality of Opportunity in Education and Public Policies: The Case of Turkey
Abstract :
With its economic, social, and political dimensions, equality of opportunity has a philosophical background. The issue of equality of opportunity in education is especially important in the contexts of underdeveloped and developing countries where there are significant differences between income levels and regions. The whole society should have the opportunity to fairly benefit from the services and facilities offered regardless of the level of income, region and cultural level, and demographic structure. The public economics offers all such services and facilities in a fair manner so that those with insufficient socio-economic status will have the opportunity for a better life. The study includes a survey study that measures the socio-economic disparities of students from two different universities located in two different regions with socio-economic differences. According to the findings, public incentive programs and public education expenditures are very important for Southeast and Eastern Anatolia. It is believed that a positive discrimination for Southeast and Eastern Anatolia must be constantly made to reduce opportunity inequalities by public economics.
