Abstract
In this study, a two layered expert system isdeveloped in order to use in evaluation of the green card applications and recommended to the commission of Erzincan Provincial Administration Board as a decision support system. It is considered that the expert system, which evaluates according to the 973 rules prepared by the experts, will have an important role in preventing the errors made by people and misuse. The consequences gathered after the system test shows that the evaluation results of the expert system are compatible with the experts’ evaluation at the rate of %98.6.
