Abstract :
Various incentives had been and have been given by Ottoman Empire appropriately according to the conditions of the period until present times during the historical process. In our study, it was aimed that IV. Mehmed’s Imperial Edict which we considered to be very significant in terms of according history provided various tax free in Erzurum. The aspect of this Edict is the only edict knowhow as the first one, which provides permanent tax free in Ottoman history and Erzurum is first city that benefited from this tax free.
