Abstract
EFQM Excellence Model, with its structure based on European and National Quality Awards, is used as an important management tool in order to put the total quality management philosophy in practice within public institutions in Turkey. The model organizes the usage of resources effectively and productively, the processes of high performance and continous learning and the interactions between all of these components. In this study, an assessment of the EFQM excellence model was carried out in 4 Turkey’s independent regulatory agencies (IRAs) aimed at evaluating how first and second-level managers perceived their institutions. We believe that the findings are useful for other Independent Regulatory Agencies and future directions.
