THE POSITION OF THE TURKISH SOCIAL SECURITY SYSTEM AGAINST DISASTERS
Abstract :
The purpose of this study is to examine the status of the reliefs activities for the people who became helpless because of the disasters within the social security system. Post-disaster reliefs are sponsored within social services mostly by means of social security system without social contributions and with a minimum amount of social contribution. These reliefs are mostly indirect and contributed to a ‘state of neediness’, and defined in several laws and regulations. As a result, in order to provide the so called indirect reliefs after disasters instantaneous governmental decisions are needed. In order to resolve this diversity of regulations, a “Disaster Assistance Law” should be prepared.
