Abstract :
A change have occurred in understanding of development of new approaches in public administration with the effect of globalization and decentralization, and governance based development agencies were established in Turkey. The main purpose of these agencies is to speed up the regional economic activities, incentive regional investments, and encourage public participation of community by providing their services in their region. Accordingly, the structure of these agencies are formed by that of the principles of quick decision-making and implementation of these decisions, openness and adaptation to innovations and changes, paying attention to interaction and collaboration, and having sophisticated thought. The main purpose of this study is to analyze the status of the development agencies which are described as intermediaries between local and central government for regional development and are shaped in accordance with localization and local autonomy concepts, and as governance based structures within the Turkish Administrative Organization.
