Abstract
Nowadays the health expenditures are considered as one of the fundamental indicators of economic development. Improving own health systems, countries all around the world struggle to advance in both human progress and providing equality in income distribution. A dramatic increase has taken place in public health expenditure in recent years. In this study, it is examined by regression analysis whether there is positive effect rising public health expenditures on human progress. With this aim, the figures belonging to the period between 1991-2013 years such as the rate of public health expenditures to GDP the number of people per doctor and the number of health organization with bed have been utilized. It has been concluded that public health expenditure during the period had a significant impact on human progress and impatient treatment organizations and health staff are more needed because both total health expenditure and public health expenditure are under the OECD average.
