Abstract :
Since the Sublime Porte which has had supported its own traders has not closed the doors to foreign traders, the efforts towards establishing the foundation of the Ottoman’s economical life through the seas are more intensively observed in the XIXth century. In this period, it was understood it was necessary to appear on the seas with qualified and modern vessels in order to avail commercial benefits rather than strategic ideas. The matters concerning sea battles of the Turks, organization in the field of marine, or reforms made in the recent period were included in the studies conducted up to now on Turkish Naval Forces and Marine histories. On the other hand, there are virtually no statements in the same studies that will awake opinions on how, in what manner and under what conditions the marine personnel used to be enrolled. Whereas, in our opinion, establishing a fleet is a much more easier activity than raising the mariners who will work in this field. The study entitled Efforts in Ottoman Empire towards raising Trader Master was authored with the hope that it constitutes a subject for scientific studies in this relatively hard field, and albeit partially, to fill the deficiency in the field, and it was started out with the assumption that the future of Turkish marine force begins, above all things, by exactly being aware of the maritime and marine trade history. In the study authored using vertical method and historical research design where the events, entities and individuals were studied within their own conditions and as they are, it was tried to interpret reflections of the changes in the international maritime law on the training policy oriented in maritime.
