Public Hospital Unions Performance Analysis in Terms of Health Care Services Efficiency

Abstract
This study is made for measurement of the activity-based activities of the Public Hospital Unions (PHU) that have a new role in the delivery of health services of Turkey, the identification of essential improvements and to make suggestions.In the study data envelopment analysis is used as the efficiency measurement method. Data sets consists of PHU’s 2013 datas. 88 PHU activities was measured by using 9 variables. Under the assumption of constant returns to scale 30 PHU, under the assumption of variable returns of 40 PHU and in terms of scale efficiency 46 PHU has found effective. How much improvement needed in which resources has been identified for each inefficent PHU.
