Abstract :
Consumers are natural or legal persons who make transactions without having a commercial purpose. Financial consumer is the person who gets services in order to meet the individual needs from financial institutions. Different operations are carried out between banks and financial consumers. Credit transactions represent an important place for the revival of economic activity between these transactions. Banks are charged some fees from customers for providing services in the lending process. These fees represent a topic of discussion in terms of consumer rights. Cut costs in order to regulate transactions between banks with customers a regulation was issued by the BRSA. BRSA issued a code (Date 3 September 2014 and no. 29138) in order to regulate transactions between banks with customers. This study focuses on the fees that will be charged from customers. BRSA regulation constitutes the starting point of this study. İn this context, on a mortgage loan extended before the BRSA regulations and will be made comparison and assessments. To be mandatory, reasonable and documented of costs” weren’t taken into account by BRSA.
