Abstract :
In recent years, the problem of representation of differences in the public sphere has been one of the highly disputed issues on the agenda of Turkey as well as of the world. The ambiguity over the notion of public sphere has caused the attribution of a variety of meanings to the concept of “the public”, depending on political preferences and arbitrary political implementations led by these various meanings. One of the rea-sons for such ambiguity is that the notion is not only a category of history but also a category of thought. Therefore, thoughts/constitutions about “publicity” not only have evolved throughout history, but have also been studied by philosophers in the context of different concepts and states. The major aim of this study is to clarify the concept of the “public sphere.” In the first chapter, the development of publicity as a historical cate-gory will be portrayed. In the second chapter, philosophical determinations will be ex-amined. In the conclusion section, distinctions about the concept will be made, and con-clusions will be drawn on the representation of differences in the public sphere.
