Abstract :
This study aims to analyze the changes in the organizational structure of the Ministry of Health in terms of the New Public Management approach. In this frame-work, the regulations introduced by Decree-Law No. 663-the last step of Health Trans-formation Program-are discussed. By Decree-Law No. 663, Ministry of Health, the ser-vice-producing units and policy-producing units were separated; professional manage-ment style was adopted; the employment model based on the private sector management approach was adopted. Thus, it is attempted to establish a result-oriented organization-al structure organized in more horizontal units, which aims for efficiency in resource utilization, open to the competitiveness and is based on the performance audit. This structure appears to be compatible with the fundamental components of the New Public Management approach.
