Abstract :
The most obvious difference between growth and development is about the distribution of income. In a growing economy, income distributions among members of the society, social classes, and regions may distort. In addition, it can be seen a jobless growth problem. Jobless growth problem causes unemployment, uneven income distri-butions, and other structural problems. It can also be said that this kind of growth re-flects the government’s choices and decisions. In this paper, for eliminating the jobless growth problem, public policies will be examined for Turkey.
