The Trasformation Process of Planning in Turkey: Environmental Protection or Urbanization
Abstract :
In Turkey, the phenomenon of rural-urban migration experienced between 1960 and 1980 has increased the need for urban planning. In this context, in the post-1980 period, when neoliberal policies marked every area, many legal arrangements that guided planning and environmental management were introduced. In addition, with the Decree-Laws issued in 2011, major policy changes were made in environment and planning. Two different and conflicting areas like environment and urbanization were structured under the same Ministry. The Ministry of Environment and Forestry and the Ministry of Public Works and Housing were replaced by the Ministry of Environment and Urban Planning and the Ministry of Forestry and Water Affairs, respectively. This study aims to discuss the situation of environment and physical planning, the relevant duties and powers, and the impacts of these legal regulations on local and central gov-ernments in the context of the process that has begun with the Decree-Laws of 2011.
