THE ROLE AND EFFICACY OF REGIONALDEVELOPMENT AGENCIES FOR ELIMINATING THEREGIONAL DEVELOPMENT DISPARITIES IN EUROPEAN UNION AND TURKEY: A COMPARISON OF COUNTRY EXPERIENCES
Abstract :
Regional development disparities are one of the substantial common problems of almost all countries. Discripancies across regions with regard to resource endownments, location specific amenities and characteristics have affected their development performances in very diverse extent. European Union (EU) has diverted larger funds into and applied more effective methods for this fact in order to eliminate the regional development differantials in recent years. Regional Development Agencies (RDAs) have been significant institutions for imlementing the EU regional development policies within EU nations. Various analysts argue that EU has become successfull in some imlemented regional policies but as not in some others. Turkey has realized a great transformation in regional development strategies in paralel to recent multi-years based National Development Plans considering the EU membership process. It has attempted to found RDAs and expects them to be active soon so as to benefit from EU funds in larger magnitude and more effective way, as well. Aim of this paper is to investigate the RDAs of selected EU nations (England, Germany and Poland) and hence to make some suggestions to the new RDAs of Turkey and to regional development strategies and policies based on the EU regional experiences of succeded and failed.
