Abstract
This paper attempts to measure the performance of Turkish Railways’ 7 regional headquarters that produce passenger and freight services around the country. The data covering eleven years from 2000 to 2010 is analyzed via the DEA method for the purpose of the study. To find out the efficiency scores of the regional decision making units, inputs contain number of employees, length electrified main line, length of non-electrified main line, and amount of working hours of locomotives while outputs contain passenger gross ton per kilometer and cargo gross ton per kilometer. After generating the efficiency scores, total factor productivity is investigated by Malmquist Index. The findings indicate that according to constant returns to scale distance functions, Izmir and Sivas have lowest efficiency scores while according to variable returns to scale distance functions Sivas and Adana have the lowest scores. Haydarpasa and Ankara always have high efficiency scores.
