ANALYZING EFFICIENCIES OF STATE FOREST ENTREPRISES IN THE PROVINCE OF DUZCE BY NON-PARAMETRIC METHODS
Abstract :
This study is meant to analyze relative efficiencies of Düzce, Gölyaka, Akçakoca and Yığılca State Forest Enterprises (SFOs) operating in the province of Düzce abundant in forest resources. Three separate models were designed for analyzing efficiencies of SFOs: One for production efficiency, the other for financial efficiency, and the last one for efficiency in growing stock increase. We employed non-parametric data envelopment analysis (DEA) in the efficiency analyses. We further made use of Malmquist total factor productivity (TFP) analyses in order to ascertain efficiency variation in time. Considering the technical efficiency scores and TFP scores based upon DEA Malmquist analyses with respect to production, Düzce SFE stands to be relatively efficient, and increasing returns to scale (TFP=1.027) appears to be operative throughout the province of Düzce. Results of the second model, which is to measure financial efficiency, show that Akçakoca and Gölyaka SFEs hold relative efficiency, and that decreasing returns to scale (TFP=0.836) is in effect with respect to all four SFEs in the province combined. Finally, the model to measure efficiency in growing stock increase indicates that Yığılca and Gölyaka SFEs stand to be relatively efficient in this respect, and that decreasing returns to scale (TFP=0.913) is operative in the entirety of the province.
