POVERTY, STRUCTURAL ADJUSTMENT PROGRAMS AND SUB-SAHARAN AFRICA COUNTRIES
Abstract :
The aim of this study is analyzed and conceptualized relationship between World Bank (WB) and International Monetary Fund (IMF) policies and poverty in the related theoretical and emprical international literature framework. Uncertain definitions, poor data and methodological matters prevent the situation about porverty to be clarified precisely. According to the World Bank poverty definition, the most poverty countries in the World were located in Sub-Saharan Africa region. It comes to attention that the countries in the region where poverty is intensively in effect are at the same time the countries that implemented the World Bank and IMF policies for long years. WB and IMF have been seriously criticized for being in the control of developed countries, the introduction of proposed policies to all countries in one package and lending conditional credits. Besides, regarding various country experiences it was understood that privatization, subsidy withdrawal in agriculture, devaluation, import liberalization and sharp reduction in public sector expenditure in the structural adjustment policies framework of World Bank and IMF have lead to deterioration in income distribution and increased poverty.
