Abstract :
Today, in parallel to increases in public services performed by the state, there emerged a need for non-judicial mechanisms of control of the administration in addition to those that are limited to judicial methods. Therefore, in many Western democracies, the institution of ombudsman has been established and the need for non-judicial methods of administrative control is stressed. Increasing complaints about the acts of the administration, the expensive and time consuming aspect of judicial control and insufficiency of other scrutiny mechanisms are the main reasons for the establishment of the institution of ombudsman. This study focuses more on the distinctive characteristics of ombudsman among other methods of administrative control and on its contributions to the rule of law and less on the history and definition of the institution.
