Abstract
Effects of decentralization policies on municipality (commune) administrations in France, are the subjects for this research. Municipality model in France, has affected Turkey just like various other countries in Continental Europe. It has known that the French municipality model is the source of inspiration in establishing the first communal organization in Istanbul. The study as is, has qualification to help the researches about effects of decentralization policies in Turkey on municipality system. Studies about what kind of an evolution was occured with the decentralization policies implemented by political authorities in different periods, were made by reviewing literature. First, emergence and institutionalization of municipalities in historical process was introduced. Then, results of administrative and financial capacity oriented decentralization polices, were analyzed and the findings were argued.
