Abstract :

In our country regional development plans have been started to be conducted from the last times of the Ottoman Empire. Therefore, the history of regional development plans in our country dates back to the time before the Republican Administration. Before the establishment of the State Planning Organization regional development plans were made by the Ministry of Public Works and Settlement. In 1960, after the establishment of the SPO regional development plans began to be made by this organization. After the establishment of the Republic of Turkey, regional development plans were made for almost every significant region in the country. 13 regional development plans have been made since the establishment of the Republic of Turkey. In this study, all of these plans are described briefly. A part of the region development plans which were made with numerous investigations, toil, effort and resources have been applied but some of them have remained on paper and haven’t been able to be applied. Not apply to the regional development plans, means there are problems in the implementation of those plans. Not being able to be applied of these regional development plans means there are problems in the implementation of them. The purpose of this study is to specify the problems in the implementation of regional plans and provide solutions to these problems. In this study, after the regional plans are briefly assessed, the problems in the implementation of regional development plans and suggestions for solutions to these problems are discussed. The study has been completed with conclusion and evaluation part.
