Abstract :

In this study, legal and ethical foundations of health assistance to refugees, were examined. The study is based on three parts. Refugee movements caused by war or civil unrest causes having to continue their live in unsuitable living conditions of many people. Therefore, the health problems faced by refugees is first described. In the second part the legal basis of medical assistance to refugees is discussed. In this section it has been mentioned both national and international law regarding the right to health of refugees, as well as ethical values shed light on disaster management practices. Today, source of the fundamental rights and freedoms of individuals have come from the life right. To use other rights and freedoms of the individual depends on the fulfillment of the right to life. In this context, the right to health which guarantees sustain individual s life a healthy way is an integral part of the right to life. The right to health refers to having with the highest possible level of physical and mental standards for everyone. In the third chapter, the health assistances provided to Syrian refugees in Turkey are explained.
