Traffic risk index of cities in Turkey

Abstract
In Turkey, nearly 160 thousand people lost their lives in traffic accidents in the last 3 decades. It is estimated that the socio-economic cost of traffic accidents is 20 billion TL in annual scale. Turkey is aiming to reduce the deaths stemming from traffic accidents at a rate of 50% until 2020, and needs to produce urgent rational solutions. Comprehensive analyses are needed in order to create awareness on the issue of safety of the roads and traffic, to develop targets and strategies to determine the risk factors that have priority, and activate the policy makers and practitioners. In this study, a Traffic Risk Index was developed by using the parameters on the road and traffic safety, and the traffic safety levels of 81 cities were compared by using this index. The Hazard Index Method was made use of to develop the Traffic Risk Index. The most risky city in terms of traffic safety was determined to be Bingol for the year 2013 in the study, and the safest city was determined to be Istanbul according to the Index values.
