Public procurements, using public resources, are regulated under the Public Procurement Law and subordinate legislation. With Public Procurement Law, construction works are intended to be completed both on time and in accordance with the rules of science and art. In this context, the rules of professional and technical qualifications, in addition to financial and economic criteria, determine the contractor of the works envisaged. At the beginning of the requested documents to determine the professional and technical competence of the willing work experience certificates it is one. In this study, arrangement and evaluation principles of work experience certificates have been compiled under the legislation, some proposals have been made on the subject in order to facilitate the process.
