Abstract
The aim of this study is to determine the opinions of primary school teachers on school development plan and ensuring the effectiveness of school development plan. Qualitative techniques were used in this study. The participants of the study consisted of 36 primary school teachers working in Adana, Bursa and Kilis provinces. Interview form was used while collecting data. Content and descriptive analysis techniques and numerical analysis of qualitative data were used to analyze the data.According to the results, teachers think that the primary subject which must be included in the school development plan is educational process and the primary function of the school development plan is school development. Teachers think that first of all, discharging the responsibilities is needed to make effective school development plan. According to the teachers’ opinions, there is a relationship between the scope of the school development plan and its effectiveness.
