  • Abstract
Reservoir planning approach is especially based on the reality of the units contain diverse ecosystems. Every reservoir on earth is separated from the others by it’s own unique qualities. Therefore, it is not possible to apply the same measures and findings of a reservoir, in the same way, to another one. Reservoir management is the process of the reservoir’s natural usage resources, and their organization and orientation in order to obtain required products and services; without being negatively effected by land, water and biological (flora and fauna) resources. The reservoir boundaries-whose determination criteria is far from administrative, political or economical variable distinctions-besed on entirely natural (geological-geomorphological-hydrological) distinctions are appropiate units for preservation of natural resources and planification of reservoir system. They are also suitable for planning although sometimes it might create some difficulties on planning phase of activity. Especially because of multidimensional nature of reservoir and interdisciplinary nature of the reservoir concept, complex problems may arise. In Turkey, reservoir-based plans first began mainly with erosion, rehabilitation and developmental work, later they are contributed by support of public institutions and today are turned into Reservoir Preservation Action Plans.
