Abstract
Human being is a value with his rights and liberties. Gaining the meaning as a value, humanity is certainly in need of the protection of those rights and liberties. At this point, some preference matters are met in order to realise this protection. However much no rights and liberty has priority or superiority than other, existence of some rights and liberty is just possible by protection of others. The basic concept met through this evaluation is “right to life”. But it is another reality that, the mentioned concept accommodates some problematic themes and the sides that should be dwelled upon carefully for states and especially for security organizations. In this study, through this evaluation; outcomes of the right to life for the states will be evaluated through the verdicts of European Court of Human Rights, while the importance of mentioned concept and controversial areas -accommodated in the concept- are being examined.
