Abstract
In recent years, the concept of clustering, which is very important in the regional development policies and competition strategies of almost all countries, has emerged as a frequently encountered method. In this framework, the effects of the cluster model in a particular sector on the regional development are investigated. In this framework, the effects of the cluster model in a particular sector on the regional development are investigated. From this point; Two analyzes were carried out, namely 3 stars analysis and questionnaire application, in order to measure the clustering potential of the companies operating in Bartın shoemaking sector. As a result of the three-star analysis, it was found that the sector was included in the “potential cluster category” and, it was observed that the footwear companies after the survey application had a positive attitude towards the cluster model but that they have experienced various problems like trust concerning business cooperation. In addition, the fact that the sector identified as potential cluster is in the scope of Competitive Sectors Incentive Program in IPA II period is a great advantage both in terms of business firms and development of the region. In this respect, the sector has been examined within the scope of this incentive.
