  • Abstract
The purpose of this study is to determine the impact of human capital spending on economic growth. In order to achieve this aim, in the period between 1999 and 2014, panel data of 13 OECD countries regarding PVAR analysis and used STATA 13 program. When the findings are examined, it is determined that there is a bi-directional causality relationship between health expenditures and GDP. According to the impulse-response analysis, GDP reaches the maximum level in the first 1-2 years and then reaches a balance with fluctuation for a while. Health expenditures reduce the GDP first, then reach the maximum level, then reach the balance with the fluctuation for a while. According to the variance decomposition, it is seen that in the second period, 14% of the change in GDP is explained by health expenditures and 7% by education expenditures; 38% of the change in health spending is explained by GDP.
