Abstract
In 2004, employment and energy subsidies were added to investment incentives in 49 provinces of our country for regional development purposes. Although Bolu and Düzce are in the same geographical position and economic indicators are together, they have not benefited from this arrangement on equal terms. While Düzce is included in 49 provinces benefiting from provincial energy and employment support, Bolu has not been included in this coverage.In 2012, radical changes were made in the investment incentive system. As a result of these changes, Bolu became beneficiary of second degree and Düzce benefited from fourth degree regional support. For the second time in the framework of these arrangements, Bolu has been used for less government incentives than Düzce.In terms of incentive policies applied since 2004, the development of investments in Bolu and Düzce provinces and the effect of investments on regional employment and new investments are revealed in this article.
