Abstract
There are many factors affecting local economic development. These elements include natural resources, investment and capital accumulation, technology, infrastructure, income distribution, population, education, employment level and structure, human power, public expenditure, tax policies, intellectual structure, innovation, openness in trade, small and medium-sized enterprises existence, entrepreneurship capacity. The aim of this study based on the relationship between development and public spending, the central government budget expenditure for the years 2008-2017 in Turkey is to analyze the efficiency of the overall development level of provinces. For this purpose, it was taken the central government budget expenditures as input variables and the general development index of created by using 25 provincial indicators as output variable. According to the findings of this study, it is concluded that the region having the greatest number of efficiency in terms of central government budget expenditures is the Marmara Region and the least number of efficient province is the Mediterranean Region.
